I'm currently running macOS Sonoma, but I believe the following steps should still work with Ventura.
- Open Safari.
- Start with a new blank webpage.
- Go to the bottom right-hand corner where you should find the Settings icon (three horizontal slider bars). (see image below)
- Click on the "blank" background. The one with the "+" sign on it. This should open the Desktop Pictures folder. (see image below)
- Move the the list until you find the Solid Colors subfolder. (see image below)
- There should be, at least, two gray choices. Pick the one you want to set it as the new Safari window background. (see image below)
