If you are seeing the message that your SIM card is Locked, you will need to contact your cell provider for the SIM PIN if you do not know it. If you enter the wrong SIM PIN too many times, then it will ask for a PUK code. This also must come from your cell provider. If you enter the wrong PUK code too many times, then you will need to purchase a new SIM card. This is different than a Carrier Lock that prevents you from using a SIM from a different carrier.

Contacting your cell provider is the only way to resolve this issue.

If your phone is carrier locked, we can't help you, nor can Apple help you. This is a user to user only forum. ONLY the carrier the phone is locked to can unlock the phone. And it's never a guarantee, they will be willing to unlock the phone. If there is money owned on a contract for example, the money owed has to be paid in full before a carrier will agree to unlock a phone.

Asking for help for a carrier locked phone here will not get you anything. Contact the carrier directly and ask them IF the phone qualifies for unlock and what, if any fees may be required to get the phone unlocked.
