What does “Bypass proxy settings for these hosts & domains:*.local,169.254/16" mean in WiFi settings?

There is text that I didn’t write in the “Bypass proxy settings for these hosts & domains” box. It says *.local,169.254/16


This is in WiFi Settings -> Details -> Proxies


Can anyone explain this? Does anyone have any experience with proxies and can help me understand what this text does?
