Security with passcode and Face ID while unlocked

The other day my GF got mugged and got her iPhone 14 Pro Max stolen. She had it unlocked when the muggers got it but she had the phone with both passcode and Face ID.

The thing is they were able to:

  1. Remove face id
  2. Change iCloud password

And that led to them transferring money from banking apps. My question is how were they able to do that?

I tried going into Face ID or Passcode in my unlocked phone and iOS asks the passcode to access.

Did she miss to setup something? Also, we weren't able to set the phone as stolen with FindMy.

I was totally shocked about this. I'd like to understand how they could have done that.
