Apple RCS infrastructure?

I have tried looking for an answer online, but I can't find one, so I am posting here in the hope that someone with more knowledge than I have (which is not much) can help.

Apple has decided to implement RCS this year. However, from what I can tell, in the U.S. all major carriers have agreed to use Google's Jibe service; does that effectively mean that any RCS traffic going to/from/through the U.S. will travel on Jibe servers? Does Apple have any plans to build out their own RCS infrastructure, or will they use Google's?
