You are right it looks like a still. I added this clip to the project by dragging a video from Photos directly into the timeline. It is definitely 100% a video that I added but for some reason only the the first frame of the video has been added as a still.
So my workaround was to export the video clip from Photos and then import it into FCPX.

I've seen several folks on several forums complain about issues bringing Photos content into FCP directly in the Browser. I would chalk this up to a bug, and fill out the FCPX feedback form.

Reverse speed should be greyed out only if you have nothing selected in the Timeline, or a still image, or a title/generator.
What is selected in the timeline? Please include in your screen shot. A 10:00 duration is often the default duration of a still frame.
Is it a Love Photo video? What shot the video and what format is it?
