How to disable Home Control and Voiceover on my iPhone 7?

iPhone 7 home control and voiceover being used and I have it turned off. Every time I check it’s toggled on. How can I stop this?

I tried everything from changing my Apple ID to factory reset. In about a day it’s right back at it. It shows that it’s my device and location for everything that is going on. They have parental controls on certain things and installed certificates in my device. When I get proof of any of this it gets deleted.

To ensure proper functionality, please verify that which of the following features are activated:

With VoiceOver—a gesture-based screen reader—you can use iPhone even if you can't see the screen. VoiceOver gives audible descriptions of what's on your screen—from battery level, to who's calling, to which app your finger is on. You can also adjust the speaking rate and pitch to suit your needs.
