I’m not getting text notifications on my iPhone 12 unless I’m in the Message app

no notification for message app unless i’m in the app. i get notifications normally for all other apps. have checked all the recommendations i can think of under settings-sound, messages, notifications. updated software. not using focus or do not disturb. turned off and restarted.
