You would need to get a virtual machine application, and purchase Windows 11 for ARM. (Virtual machines have the same basic instruction set as hosts, so you couldn't run regular Intel versions of Windows.)
Windows 11 for ARM can run some Wintel applications using its own Intel emulation or translation, but there may be overhead and limitations. See Microsoft site for details.
