A continuously flashing status light means that the unit is unable to start up properly. If a restart doesn’t fix that, then the system software may need to be re-installed. For the models with a USB port, the user can do that themselves using a connected computer: Restore your Apple TV - Apple Support. The procedure differs a bit by model, so read carefully which steps apply to you.

Unplug it from it's power source for 2-3 minutes and re-plug in and then test. If that does not work please click Apple TV Blinking Light No Start Up - Apple Community

If the device has died, then it's time to replace it. A great alternative to buying a new one is to buy an Apple Refurbished device which is identical to a new one, has the same 1 year warranty as new, is covered by AppleCare and can save $$$$.
