Here is the support article that will need to be resolved first. The specific address in the message points to a problem with your account that can be resolved using the bottom portion in the article about your account being disabled with the link to contact Apple directly.

If your Apple ID is locked or disabled - Apple Support


Restrictions can also be put in place with Screen Time to prevent you from logging out. The locations is Settings > Screen Time > Content & Privacy Restrictions > Account Changes.
