Sharing Phone numbers on same apple ID

I get an error message on a second phone number on the same Apple ID -- says "you must have a SIM associated with an Apple device for XXX (phone number) to be used for iMessage and FaceTime - but, it is linked to an iphone 13 with IOS 17.5.1 - any way to have two phone numbers share an appleID and imessage and facetime?

I am trying to add my Apple iPad's cellular phone number (assigned to it by Verizon) to the list of phone numbers associated with my Apple ID. Now, when I click on "Add Email or Phone Number, and then click on "Add a Phone Number", the cell phone number assigned to my iPad is pre-populated, so I simply click on "Next". A pop-up then appears asking for the "code" sent to THAT phone number. But the only software I have that could receive THAT message (with the code) is iMessage itself, which is what I am ultimately trying to get set up. Thus, it appears that in order to register a number to iMessage, iMessage has to be able to receive a message at the number you're trying to register. Catch 22!

On your iPhone, at Settings > [your Apple ID] > Sign-In & Security > [Email & Phone Numbers] Edit > Add Email or Phone Number > Add a Phone Number — do you see this screen?

So your iPhone 13 uses its telephone number for iMessage and FaceTime while this iPhone, using the same Apple ID, uses its own separate number for iMessage and FaceTime?

Why not ask the folks you’re iMessage and FaceTiming with to simply access you using your Apple ID, which presumably works on both devices?
