Is there a silent ringtone?

I cannot find a silent ringtone or notification sound to circumvent the numerous system limitations still present on Apple systems.

Turning all notifications silent is not a viable option and paying iTunes (which is obviously very difficult to search) for a notification sound that is no sound at all doesn’t seem to exist.
