i saw this picture when I opened my safari and I’m not sure wether to download the app or not as it could be a scam but I’m not sure I’ve never had one of these before. Need help asap!

NO. It's a scam designed to scare you to buy services/tools for an issue you don't have. Do NOT interact with them in any way. Don't click on the Clean Device link. Close out of it and move on. It's almost impossible to be hacked on an iPhone. Harder than impossible, actually.
