Captive Network Assistant - Doesn't allow App Store app to launch

iOS devices that land on a Wi-Fi captive portal are not able to launch the App store app regardless of how unrestrictive the captive portal is. What checks does an iOS device perform to determine whether it will permit the App store app to launch?

The iPads are supposed to be set to bypass the captive portal but we often have issues with them being in lost mode and offline between users The iPads show the Wi-Fi symbol but I'm being told that sometimes iPads will show the symbol despite not being connected to Wi-Fi. Captive Wi-Fi login screen not appearing after forgetting network on iPhone When I sign in to a captive Wi-Fi network and then forget it, it never lets me sign in to that network again. iOS 16.5 and Public WiFi with Captive Portal So I just bought an iPhone 14 pro and it came with iOS 16.0.2. I did the fresh install by updating it to 16.5 directly and then factory reset after updating. Since then in both a 14 pro and 14 Plus I noticed on 16.5 that both iPhones when connected to a public hotspot will show “No internet connection” and never bring up the captive portal to connect. This makes it so public WiFi fails to work. Anyone else notice this?
