how do I keep from getting duplicate identical photos on Mac taken with iPhone in both heic and jpg formats

The first step is to determine *why* you are getting both formats imported. One way it can happen is if you are using multiple ways of importing the same photos from your iPhone to your Mac.
Keep Originals (versus Optimize) is an option within the iCloud Photos transfer mechanism. Changing that option should not cause duplicates.
Reports of duplication we see here more often result from mixing iCloud Photos with another transfer mechanism. These days, that would be a wired transfer and manual import into Photos.
I did just change it to keep original- I wondered if that was how it happened. Hopefully this will keep it from getting duplicates. I had wondered if it was how I took the picture. Thank you
I think I said that wrong. I changed the setting on iPhone from most compatible to HEIC. I thought that might keep me from getting duplicates. Thank you again 😀
