I have a 30 day free subscription that I want to cancel and start again. I only need it for a couple more weeks and don't want to pay the annual fee.

This isn’t possible. Most apps when you cancel a free trial will either end it that day or won’t charge you when the subscription ends (but you will lose access on that day). Technically you can create a new Apple ID and registrar for the free trial again, but then you’re cheating the developer who made the app.
Long story short, you cannot cancel a free trial, re-enroll, and have the timer restart. The developer who put the hard work into the app would never get paid.
Maybe look into the monthly (if applicable) fee to get access for a few more weeks.

If you found the app useful and need to use it beyond the free trial, then you should pay the developer for the work they have put into the app. There is also a cost to the developer as they have to pay every year to make their apps available.
If the developer offers a monthly subscription, then cancel the free trial and sign up for the less costly monthly subscription.
