Is there any way to merge two Apple ID accounts?

At the times of iPhone 3g there were separate accounts for app store and iPhone.

At one moment apple has decided to make one account for both. Since then I have two accounts, one is responsible for apps, other is main. I want to combine the accounts. It feels very unfair that due to apple engineering, I have two accounts and I can’t do anything about it.

I would gladly delete my purchasing account but I don’t want to lose any apps i have purchased
