Can I recover the photos on my old iPhone that I can not remember the passcode for?

After purchasing a new iPhone, I backed up my old iPhone 11 and removed the Apple ID account from it. After transferring my Apple ID to my new phone I realized that not all of my photos were actually backed up due to not enough space. I can no longer remember the passcode to access the data saved on my old iPhone 11. Is there any way to regain access so that I won’t lose my photos? I have proof of ownership.
