iPhone unavailable after too many password attempts

I attempted my password too many times because I forgot it and now it’s saying device unavailable with only emergency calling. How do I reset this

Click here and follow the instructions. Restoring the iPhone requires plugging it into a computer with iTunes or Devices installed, or a Mac running Catalina or newer.
