Hey i bought an apple watch from my friend, he sold it to me because he wasn't using it no more. But he no longer remembers the phone number or email to his old apple account. If i take it to the apple store would they be able to reset it?

Please read How to remove Activation Lock - Apple Support.
If your friend has proof of purchase you can start an Activation Lock support request at the bottom of that documentation I’ve linked. Without proof or purchase there is nothing you nor Apple can do.

Give it back to your friend or have your friend set it correctly for re-sale by following the steps in Unpair and erase your Apple Watch - Apple Support. If your friend cannot do that request a refund and return the watch to him.
