Since you have the receipt, I would first go to the retailer, since they are responsible for how the Gift Cards are merchandised. In my opinion they are complicit in the scam as they just ignore the fraudulent actions going on in their store You will most likely need to escalate the matter to Management, District Manager, and even Head Quarters of the company if necessary.

If you are unsuccessful there, then use the link provided to contact Apple when you cannot redeem the Gift Card. While they have no control over the operations of the store where the card was purchased, in some cases they may give a goodwill refund

Don't purchase Gift Cards at a retail location where they are not secured. When you find them on a rack in the store, they are easily tampered with. The retailers know about this common scam, but some will still put their customers in jeopardy even though they will lock up their own products to prevent theft that cause them to lose money. If this occurred at the retail location and they refuse to refund your money, you may want to consider other retailer options that put their customers first.

P.S. - Don't post card information. This is a public website where anyone else can make the same claim with that card.
