You absolutely can copy your data including contacts, calendars, notes, bookmarks, reminders, email, photos, videos, and documents from iCloud to your device. If you had deleted an item in iCloud, it will not be there for you to download because it is gone. When deleting from iCloud it will go into a Recently Deleted folder for 30 days only, to give you a chance to recover them. If it is longer than 30 days or you have deleted them from the Recently Deleted folder, then there is no chance of recovering them. It is that simple.

They are gone. If you tell Apple that you want a file permanently deleted, then you can expect that they will make that happen. There is no secret backdoor that is saving every file that a user has deleted and can still be recovered.

No way to recover permanently deleted content. That's what "permanently" means.

It meas data you have stored in iCloud, but have not deleted. Any data currently stored iCloud can be accessed and provided to you. Yes, it includes any photos and videos stored in the iCloud Photo Library or iCloud Drive.
It will not provide any photos or videos you have permanently deleted.
Can't really say. Maintaining data after its been deleted by the user would be a privacy violation and illegal in most countries.

Yes, you can get a copy of the data stored in iCloud. But that's' the data that's there now, not the data that was deleted.
I read many cases that stay in apple server for ever (like destroyed files) and apple can recover it if it must
I talk for the i cloud
Because say many people electronically dont delete something
