What to do after my MacBook was hacked?

my laptop browser (safari) setting was changed, a lot of websites that I used before can't be opened anymore.

and I received an email saying that my email was hacked and request bitcoin payment. so I believe my laptop was hacked and my question is how can I clean my laptop completely to make sure all the apps or settings are well setup.

You may want to change your password to your e-mail account – and to any Web site accounts that the e-mail claimed were "hacked". Phishing e-mails are usually a pack of lies designed to scare you and get you to deliver yourselves into the hands of the "helpful" "tech support" scammer criminals. However, given the existence of massive corporate and governmental data leaks, they sometimes have an element of truth to them.
