iCloud Contacts syncing on Windows 11

I'm migrating to a new PC and it came with Windows 11. I downloaded iCloud for Windows and went thru the process to sync everything. All worked fine except contacts. I've seen articles suggesting that an older version of iCloud for windows might help but I can't discover how to implement that suggestion.
