Apple Cash Declined - Restricted Merchant

I was trying to add money to Cash App from my Apple Cash Card, but returns with "Declined - Restricted Merchant" What does this mean??? How do I resolve this issue????

Pending payment but I have enough funds and now I can’t use my Apple Cash I purchased a $10 item on an app a couple days ago. I had recently added $20 to my Apple Cash so I had more than enough to get it. When I bought it it gave me the item right away but apparently it never charged me. Now I am trying to buy something else with my Apple Cash and it keeps saying declined just because I have a payment pending which doesn’t make sense because I had more than enough to buy it. This makes no sense and is extremely annoying because it won’t let me use my Apple Cash for online purchases.

“Card Not Accepted By App” but card is already in wallet and has been used previously I’m trying to Apple Cash someone using a credit card that’s in my wallet already and has plenty of money to use. I can’t send it though because it says it’s not accepted by the app. So you can’t Apple Cash unless it’s a debit card or bank account or am I missing something?

Cashapp isn't being accepted as a payment method for App Store I keep trying to add my Cash Card as a payment method for App Store and I keep getting denyed even though I have no overdraws, owed money, or an expired card.
