What is Play Count actually for?

I know MP3 files don’t actually “wear out” like physical media does. But if that’s the case then why do Music apps like Apple Music and Itunes have Play Count? What’s the actual purpose of it??

Why would you want to know that? Perhaps you don't, but does that mean others shouldn't have the information if they want it? Play Count can be used to build automatic playlists, for example, that include the most frequently listened to tracks. Nearly all software includes features that some people are interested in while others are not. This shouldn't be a problem for you. If there is a feature you don't want to use then don't use it. In the Songs views of the library or a playlist you can right-click on the column headings and turn off any column you don't want displayed, and enable those that you do instead.
