What are the Best GPS Tracker Options for Non-Verbal Special Needs Adults?

I was trying to find a GPS Tracker that I can use on my Non-Verbal Specialneeds adults…however being able to only track this Thru a device is terrible….you would think Apple would at least allow the devices to be found via the FindMe in the iCloud website….now it’s just a waste of $99

The Apple AirTags are NOT GPS trackers. Instead, they rely on Bluetooth technology and the crowd-sourced "Find My Network," which consists of literally millions of iPhones to relay the tag's ID, along with the phone's GPS location, encrypted to the Apple servers over the Internet.
