Can't verify app on a second iPhone

I am trying to build my app onto my second iPhone to test on that phone as well as on my main iPhone. But on the second iPhone I keep getting the "An internet connection is needed to verify trust of the developer" issue. I am using the same Apple ID on both of the phones and I have a free Apple Developer Account. I have tried all the basic trouble shooting steps like rebooting and deleting and rebuilding etc but nothing is working. On my main iPhone, when I press "verify" to verify trust, it instantly verifies. But on the second phone, I press the "verify" button and nothing happens. I have followed some guides I have found on YouTube and on stack overflow but nothing is tailored to the issue that I'm having. Everything I find online is related to just one phone. And as I have previously stated, the issue is only on the second iPhone. I shouldn't need to get the paid version to test on just a second physical device that has the same Apple ID. I have checked my provisioning profile in Xcode and both of my devices are included. I am running out of ideas to solve this problem. I am on Xcode 15.3, macOS Sonoma 14.4.1 and iOS 17.5.1 on both of my iPhones.
