Why does Safari's location services keep Turning Off?

Scenario:

Using Safari I visit my state’s lottery website, select a few games. Click on “Purchase Tickets” and the site responds with unable to determine location. Try again.

Open system Settings->Privacy & Security->Location Services->toggle Location Services off/on.

Go back to Safari and click “Purchase Tickets” again and the sale goes through right away.

Next day the same thing happens. And not only on the lottery site. Any site that needs my location has the same issue. Toggle Location Services off/on and it works... till the next day. Same goes for the Maps app, doesn’t work, toggle off/on and it works.

So why isn’t Location Services staying on? Why do I have to toggle it to make it work? A real bug or some kind of glitch on my installation? I have seen several other threads on the same subject going back to Monterey in some cases.

I have not tried Safe Mode and I do not have any AV software installed, no VPN, never use cleaners. Doesn’t matter if Private Relay is on or off. Been happening since Sonoma 14.1
