Apple IDs Cannot be Merged:

Unfortunately, as of this date, Apple IDs cannot be merged. But, using Family Sharing, might work for this:  Family Sharing makes it easy for up to six family members to share App Store purchases and Apple subscriptions, including an iCloud storage plan, and more—all without sharing an Apple ID.  Learn More Here: Set Up Family Sharing - Apple Support

One Apple ID Per Device at a Time:

A device can only be associated with one account at a time - once every 90 days. If you put your partners Apple ID on your device - you’d likely have to wait 90 days until you can use it with your account.
