iCloud Drive says "File couldn't be uploaded. Try uploading the file again later."

I am logged into iCloud Drive and I am unable to upload any file, regardless of the browser and while either in Windows or Linux. I understand that this is an issue that no one from Apple ever bothered to address. I am unable to upload even a 47-byte utf-8 text file, where I get the following message:

Any chance that Apple might have a solution after all these years of inactivity?

My iCloud drive has been stuck on uploading For the last two weeks I've been trying to make iCloud Drive not be stuck uploading. I have been to so many of these threads. So I thought now that I found a solution that I would share it. I'm on Windows and for some reason the Software kept getting stuck on upload. iCloud Drive Stuck Downloading and Uploading iCloud Drive is stuck on downloading and uploading files. It keeps repeating the prcoess. I cant't download the files. I've tried turning icloud off and on, tried downloading from icloud.com. Seems to be an issue with icloud and not my computer. Recommendations?

iCloud won't finish uploading I have the 2TB iCloud account syncing to my MBP M1. There are two files (together = 1.9GB) that are seemingly stuck downloading for a couple weeks. I don't know why this is happening and I can't tell which files are stuck. Before anything major, I'd like to at least figure out the names of the files. Then I want to know why they are stuck. I have a good internet connection with around 300 Mbps down and 20 Mbps up and it's been a couple weeks, so waiting longer isn't the answer.
