I solved it by plugging in to power and connected to my Magic Keyboard and was able to type my password with the keyboard (still unable to do ANYTHING with the touch screen). Then I asked Siri to restart my iPad. I had tried just asking her to restart it, but she said I had to unlock it first.
It had to be unlocked first and the only way to do that was with the keyboard.
Hope this helps anyone with the same issue.

On that note. I never had this problem before the last software update. I don’t know if that had anything to do with it…. The touch screen was totally unresponsive.
