iPhone and iPad are discovering each other but not pairing

You don't pair and iPad and a iPhone. Not sure what benefit you would get from that. You log into Apple with your Apple ID to update apps on both of them and some apps on the iPad might work on the iPhone and visa versa and it will update photos and Notes and anything else that the two pieces of equipment share on the Apple ecosystem. That being said you can back them up if you have a iMac or MacBook.

Sync happens through iCloud. Enable iCloud for anything that you wish to sync across devices at settings > Apple ID > iCloud.

No problem. You can use it independently, sync everything, or only sync selected items. You can also enable message forwarding on your iPhone if you wish to send/receive texts on your iPad and call forwarding if you wish to accept calls.

What do you mean by pairing? Are you trying to AirDrop something?
