Find My App on iPhone shows "you’re actively watching Someone live",What does it mean?

What does it mean when you’re actively watching Someone live on find my app then all of a sudden it gets a blue small circle around the dot and everything seems to kind of freeze.?

I know the big circle around. It means they can’t pinpoint the location so, what’s the small blue circle mean?
