Without the use of a second mac, is it possible to create a bootable install usb?

To answer that specific question on using a MS Windows Computer to make a Bootable Installer of macOS Ventura.

NO

To perform this action will require booting from a Bootable Installer. 

The Bootable Installer can Only be performed on an Apple Computer 

This will have to be performed from a Qualifying Computer to run the version of macOS to be made on the Bootable Installer.

Example : Bootable Installer of Ventura would have to be done on a computer that Qualifies to run Ventura.

To make thing a bit more complicated 😩

As this is an Apple Silicon M2 Max, the computer making the Bootable Installer also needs to an Apple Silicon Computer

Notation: If the computer being used to perform this action is Too New or Too Old to qualify to run the version of macOS - this computer can’t be used.

Alternative is, to gain access to a Qualifying Apple Computer from a family member, friend or associate.

If you have access to another Mac running macOS 14.x Sonoma, then definitely use the DFU firmware Restore option as that will completely reset the security chip & system firmware, plus properly prepare the internal SSD & push a clean copy of macOS onto the internal SSD bypassing any Internet Recovery Mode issues.

If you already have the older version of the Apple Configurator app (v2.16), then you may be able to use another Mac running macOS 12.x+ instead giving you a bit more leeway on hardware options for the other Mac.

Otherwise to create a bootable macOS USB installer will require access to another Mac from 2017 - 2022 (or mid-2023) assuming your Mac is able to run macOS 13.x Ventura.

Generally to install

• macOS 14.x Sonoma you need a Mac from 2018-2024
• macOS 13.x Ventura you need a Mac from 2017 - 2022 (mid-2023)
