Queued podcasts won't play without Mobile Data turned on even if they have been previously fully downloaded over Wifi

I Download my podcasts over Wifi and will create a queue since I won't have access to my iPhone without some inconvenience. But when a new episode in the queue should start instead I get silence and the turn on Mobile Data popup turns up. When I look at the episode in question it has the "download successful" (down arrow) icon next to the three dots. So there is no need for Mobile Data to be turned on.


Is adding an episode to the queue **while** it's downloading cause this problem? Does its state not get updated after it has been successfully downloaded? Does the podcast app need an internet connection for its queue? (If so, that's quite dumb.)


This is very frustrating since you plan a curated list and it falls apart after the first episode. I would say this is another bread-and-butter feature of an Apple piece of software that doesn't work.
