How can I synchronize a new phone on set up with my old one, but not transfer all the photos and use up all of my memory

Hello,
One way is to do a full transfer: Transfer content from your previous iOS device to your new iPhone, iPad, or iPod touch
And then on the new phone, Go to Settings > [your name] > iCloud > Photos > Optimize iPhone Storage. This will only keep low-res versions of your photos on the phone. The full high-res versions will be in the cloud.
