I see a lot of phone to iPad but is it possible to clone my iPad to a new phone. Backed up my phone but the phone id is jacked up via I cloud. Apple Store could not fix. So my iPad is correct, that is the reason for this task.

As already noted, you don't clone iPads and iPhones.
Instead, you login with the same Apple ID on both devices and eventually most of the data with sync between them:
