You cannot use an Apple Watch without it being paired to an iPhone. None of the features will work, not even telling time. Why would you want to do this? If you want a regular watch then buy one.
If supported by your carrier, you can set up an Apple Watch for a family member that has no iPhone.

With Family Setup, your family member who doesn't have their own iPhone can use their Apple Watch to do things like make phone calls, send messages, and share their location with you.
After you set up a watch for a family member, you can use your iPhone to manage some of the watch's capabilities.
Note that some Apple Watch features depend on having a companion iPhone, and aren't available on an Apple Watch that you pair using Family Setup.

As mentioned, if you want to use an Apple Watch you need to pair it with an Apple iPhone, they are not designed to be used as stand-alone devices. I would recommend reading up on them at Apple Watch - Apple
If you have technical questions or if you would like to speak to Apple directly please visit an Apple Store if one is in your vicinity or you can visit an Apple reseller such as Best Buy or any other Apple reseller. Another method is to call AppleCare, you can find the phone number for your area by clicking AppleCare Contact Info.
It wasn’t my intention to hurt anyone feelings, but I wasn’t yelling that’s how I typed and to be honest, I don’t like your attitude towards a costumer but thanks for not helping me instead you criticized me.
If you are not an iPhone user, I would suggest looking at one of the other smart watch brands.
