Accessibility start screen .You have to tap ,tap, open

I have set up accessibility for my mother . Finally a great feature for seniors . The issue I see is with the screen closed . You touch once and it opens to the clock and a tap message at the bottom . You then have to tap once and it moved to the middle .Then again and it moved to the open tab to open the phone to display the accessibility screen I have set up . Where do you change this to only show open .
