Issues creating an iTunes Connect account

I am trying to create an ITunes connect account to publish books but the "Agree" button on the Terms of service page won't highlight so I can click it. I have ticked the box that says I have read and agreed to the Terms of Service.

Initially as soon as I ticked the box the page would disappear and I'd be left hanging with a blank page so I moved from my Mac to my iPhone. This allowed me to tick the box and still see the page but the Agree botton is dimmed and not working so I can't progress.

I'm at a stage where I cannot progress any further so I'm unable to create an account. Is anyone else experiencing the same issues? I need help.

I currently seel on Apple via Draft2Digital but I'd rather sell direct via an iTunes Connect account.
