Trying to upgrade storage on Ipad
I am living outside the US, and cant seem to be able to upgrade my storage because I cannot change the country in the billing address to Barbados. I need some assistance.

Local storage capacity cannot be changed. It is fixed.
You can purchase iCloud Storage will not affect your iPad's local storage capacity at all. iCloud storage lives on an Apple Server somewhere.
To use a credit card from a specific region, your Apple ID must be set to that region. You cannot use a Barbados Credit card if your Apple ID is set to another country.
