My mother has a IPhone 7Plus With IOS 14.1. She keeps getting a message to wait 15mins. She only uses it to talk and text. Maybe online banking. How can I deter the phone from downloading to newest IOS but to IOS 15? I don't want it to explode or shut down.

You can update an iPhone 7 Plus to the latest release of iOS 15, which is what you seem to want to run.
The iPhone 7 Plus cannot run iOS 16 and higher, so there is no need to "deter" the phone from downloading those versions of iOS. That phone will not install them automatically, nor offer to let you install them.
I don't know how this ties in with "a message to wait 15 minutes". Is she forgetting her passcode some of the time, and triggering a security lockout? You need to be careful there; if you enter an incorrect passcode too many times, the iPhone might to into a lockout state where the only way back in is to reset it using a computer, erasing all of the data stored in the phone in the process. In that case she would lose any data that wasn't synchronized to iCloud or backed up. Data including, say, irreplaceable family photos. If she only has her photos on her phone now – with no iCloud Photos, no backups, nothing – then that is just a catastrophe waiting to happen.
I'm not sure why you think that updating an iPhone to the newest version of iOS (iOS 17.*) would cause the iPhone to explode. But she's not going to be updating that phone to iOS 17 in any event.
