Where is the option to “Ignore ownership on this volume” on my USB drive?

I suspect that the option is missing because your USB drive is formatted ExFat, a Windows format. Reformat it to Mac OS Extended (Journaled) or APFS and see if that cures the issue. One or the other of those formats is required for storing an iMovie library anyway. Be aware that reformatting the drive will delete all data on it. So before reformatting back up elsewhere any data that you want to keep.
