I have tried restarting, resetting to original Home Screen, searching for it, looking for hidden apps, making sure Screen Time settings are appropriate. It shows up under my general settings and that is where search points me to. But no app and no way to update my apps. I even tried signing out of my account and setting it back up. Here’s something weird on my phone.

The App Store app cannot be removed from an iPhone, so something has to be restricting it if it does not show up anywhere.
The App Store is not included in the Shared storage option for Apple apps. It also won't appear in Storage on its own as it uses no storage itself.
If the "Deleting Apps" option in Screen Time is not turned on then if this is a corporate or school iPhone or you have an Exchange email account added, the App Store may be restricted due to Exchange or MDM limitations imposed by the employer or school.
