I am trying to install WhatsApp on my app.
I was prompted to download a file.
After opening the file is see

What do I next?

The WhatApp developers have not released an App compatible with iPad - the App being currently limited to iPhone.
Apps compatible with iPad are downloaded/installed directly from the Apple App Store - unless you are resident within the EU where other App Stores may be available in addition to the Apple App Store.
Whilst a WhatsApp App is not yet available for iPad - you should be able to access the service using a web browser:
