I deleted an email account from my phone that was no longer accessible. Once I did this, I noticed I had lost 70% of my contacts in my phone. I looked up how to fix it, went to iCloud and hit restore, waited 24 hours and they haven't been restored. What do I try next? I had no idea my contacts weren't on my phone, but were tied to an email account.

You can't recover the contact from icloud because they were synced to said mail account not icloud.
Reach out to said mail provider support on how to recover your contact if you no longer have access to it.
