How can I import an OHML file from Android onto my Apple app on an Iphone 13 please?

There is no OPML import or export feature in the Apple Podcast app. It's one of the reasons I struggle to use it (along with the "spinning loading" delay when navigating the app).
You're better off finding one of the many 3rd party podcasts apps, like Pocket Casts, Overcast, Downcast, Castro, Castamatic, etc. All these support OPML import/export.
