I can’t download my apps because they asked for a payment method is and I don’t use payment method. I downloaded them for free and I didn’t have that

My understanding is that in many, possibly all, cases, Apple requires you to have a valid payment method on file to download apps. Many so-called "free" apps have in-app purchases – making them akin to coin-operated vending machines. You won't be charged for downloading the apps – but the "in-app purchases" cost real money, and you will be charged if you make any of those.

You can refuse to provide a payment method, but the consequence may be that you will not be able to download or update apps.

Skip payment, You should have this option, IF not add a paypal account so it can work, Won't charge you. One more important piece of information, When adding your real info and method of paymetn, IF anything happens and you lose access to your account, The only best and fastest way to recover your account is to have one at least, To verify it's you. And always make sure your phone number is up to date for account recovery.

There is nothing to fix and needing a payment method has nothing to do with the phone itself. Even the Google Play Store has the same policy.
